Mr. Clement left high school to enter the service during World War II receiving his high, school diploma while in officer's training in Superior, Wisconsin. He later earned a Bachelor of Arts from Thomas A. Edison College in Princeton majoring in Social Science. In 1973 he graduated from the 93rd session of the F.B.I. National Academy, an intensive 16 week course offered by invitation only.

During the time Richard Clement was Chief of Police from 1965 to 1979, he modernized the Dover Township Police making it a model of efficiency. His local success led to recognition with other law enforcement agencies. He is a past member of the National Private Security Council, the National Advisory Committee to the Administrator on Standards for Administration of Juvenile Justice, and was National Chairman for the Law Enforcement Explorers (B.S.A.). He was an advisor to the Ocean County College Criminal Justice Department and Past President of the Ocean County Chiefs of Police Association.

Chief Clement received national appointments from both President Nixon and President Ford to the National Advisory Committee for Juvenile Justice and Delinquency Prevention. He was then appointed by then President/Elect Ronald Reagan as National Chairman of his Law Enforcement Task Force.

His current associations include being a member of the Employee Relations Committee and the Private Security Committee of the International Association of Chiefs of Police, the American Society for Industrial Security, and the Underwriters Laboratories Burglary Council.

After retiring in 1979 as Chief of Police in Dover Township, Mr. Clement became associated with the Ramada Inns, Inc. as Vice President/Director of Security for their Tropicana Hotel and Casino in Atlantic City. The name has recently been changed to Trop World Casino and Entertainment Resort. His current title is Vice President/Security/ Government Affairs/Community Affairs.

Mr. Clement is being honored for his outstanding career in law enforcement on a local, county, state, and national level. His innovative ideas, efficiency and managerial expertise led the Dover Township Police Department into the modern era. He exemplifies along with other distinguished honorees those born in Toms River and completely educated by the Toms River system who have gone on to national prominence. Throughout his lifetime his concern for human rights, justice, and preservation of high ideals has never faltered.
